Long story short, the idea was that because there were bugs in earlier saved games and it is difficult to have cross-platform save game import, they decided to hose the entire thing and start from scratch. It's supposed to be a central web resource where you can go and recreate your decisions in DA:O, Awakening, and DA2, and internally the Keep would generate a logically consistent initial state for Inquisition. Things are TBD on whether you can import save games into Dragon Age Keep or if it becomes a choose-your-own-adventure multiple choice exam.
